20 Japanese companies listed on China's export control blacklist | Hongxing Yuanda
According to the latest information from Hongxing Yuanda: Yesterday, the Ministry of Commerce of China issued an announcement stating that in accordance with the relevant provisions of the "Export Control Law of the People's Republic of China" and the "Regulations of the People's Republic of China on the Export Control of Dual-Use Items and Technologies", in order to safeguard national security and interests, and fulfill international obligations such as non-proliferation, it has been decided to include 20 Japanese entities, including the National Institute for Defense Studies, which are involved in enhancing Japan's military strength, in the export control list, and to take the following measures:
1. Prohibit export operators from exporting dual-use items and technologies to the aforementioned 20 entities, and prohibit overseas organizations and individuals from transferring or providing dual-use items and technologies originating from the People's Republic of China to the aforementioned 20 entities; relevant ongoing activities shall be immediately terminated.
2. If export is necessary under special circumstances, export operators shall apply to the Ministry of Commerce.
This announcement shall take effect from the date of promulgation.

Q: On June 29, 2026, the Ministry of Commerce publicly released the control list and watch list. What are the considerations behind this?
A: On February 24, 2026, China added 20 Japanese entities, including Mitsubishi Shipbuilding Co., Ltd., to the export control list, and 20 Japanese entities, including Subaru Corporation, to the watch list. The purpose is to curb Japan's "remilitarization" and nuclear ambitions. Unfortunately, for some time now, Japan has not repented and has instead gone further down the wrong path, accelerating the pace of "new militarism," speeding up "remilitarization," deploying offensive weapons, and launching offensive missiles overseas. In view of this, in accordance with the relevant provisions of the "Export Control Law of the People's Republic of China" and the "Regulations of the People's Republic of China on the Export Control of Dual-Use Items and Technologies," China has decided to:
First, 20 Japanese entities involved in enhancing Japan's military strength, including the National Institute for Defense Studies, have been added to the control list. The measures after listing mainly include two aspects: first, prohibiting export operators from exporting dual-use items to the aforementioned entities. Second, prohibiting overseas organizations and individuals from transferring or providing dual-use items originating from the People's Republic of China to the aforementioned entities. Related activities currently underway should be stopped immediately.
Second, 20 Japanese entities, including Mitsui E&S Co., Ltd., whose end-users and end-uses of dual-use items cannot be verified, have been added to the watch list. After listing, export operators exporting dual-use items to the aforementioned entities cannot apply for a general license or obtain export credentials by registering information; when applying for a single license, a risk assessment report on the entities on the watch list should be submitted, along with a written commitment that the dual-use items will not be used for any purpose that helps enhance Japan's military strength. The review period for licenses will not be restricted by the provisions of Article 17, Paragraph 1 of the "Regulations of the People's Republic of China on the Export Control of Dual-Use Items and Technologies." The Ministry of Commerce will implement stricter end-user and end-use reviews for dual-use item exports to entities on the watch list. Exports to Japanese military users, for military purposes, or for any other end-user purposes that help enhance Japan's military strength will not be approved. Entities on the watch list, in accordance with Article 26 of the "Regulations of the People's Republic of China on the Export Control of Dual-Use Items and Technologies," may apply to be removed from the watch list if they fulfill their obligation to cooperate with verification. After verification by the Ministry of Commerce, they may be removed from the watch list.
China's move is completely justified, reasonable, and legal, aimed at resolutely curbing Japan's "new militarist" provocations. We hope that Japan will realize its mistakes, change its wrongdoings, and truly reflect and return to the right track. China's listing actions are solely targeted at a few Japanese entities and only concern dual-use items, and will not affect normal Sino-Japanese economic and trade exchanges. Honest and law-abiding Japanese entities have no reason to worry.
