General Administration of Customs Announcement No. 77 of 2026 (Announcement on Regulating Export Declarations for Related Items such as Lathes, Milling Machines, and Grinding Machines)
To regulate the export declaration of lathes, milling machines, grinding machines, and material processing and production equipment with similar functions, in accordance with the 'Export Control Law of the People's Republic of China', the 'Customs Law of the People's Republic of China', and other relevant regulations, the relevant declaration requirements are hereby announced as follows:
I. Scope of Goods
Lathes, milling machines, grinding machines, and material processing and production equipment with similar functions. (Refers to machine tools and any combination thereof, as specified in the 'Export Control List of Dual-Use Items of the People's Republic of China', used for cutting or cutting metal, ceramics, or composite materials, and which, according to the manufacturer's technical specifications, can be equipped with electronic devices for 'contouring control' simultaneously along two or more axes, and other related items.)
II. Filling Requirements
Export operators shall truthfully declare to the Customs in accordance with the law and be responsible for the authenticity, completeness, and standardization of the declared information. On the basis of complying with the 'Filling Standards for Customs Declaration Forms for Import and Export Goods of the People's Republic of China', the goods covered by this announcement shall also be filled in according to the following requirements:
(1) Strengthen Identification of Export Items
  • For items subject to export control
, the 'Remarks' column of the 'Customs Export Declaration Form for Goods of the People's Republic of China' (hereinafter referred to as the Declaration Form) should indicate 'Subject to Export Control Items' and list the corresponding dual-use item export control code.
  • For items not subject to control, but with similar characteristics or indicators
; or if the use does not meet control requirements, but the characteristics and other indicators do meet, it should be noted in the customs declaration form, 'People's Republic of China Exit C-Class Express Customs Declaration Form' (hereinafter referred to as C-Class Express Customs Declaration Form), and 'People's Republic of China Customs Cross-Border E-Commerce Retail Export Declaration List' (hereinafter referred to as Cross-Border E-Commerce Declaration List) remarks column that it is 'not a controlled export item'.
(2) Standardize the filling of declaration elements
The elements of controlled items declaration (which can be referenced in the 'China International Trade Single Window' - 'Parameter Query' section) should be filled in truthfully in accordance with the 'Standard Declaration Category' of the goods in the 'Controlled Item Identification Code' and 'Controlled Item Declaration Elements' columns of the customs declaration form.
In the C-class express customs declaration form and cross-border e-commerce declaration list, the item name and description (including but not limited to characteristics, uses, etc.) should be truthfully filled in the 'Other' section of the 'Specifications and Models' column. For the cross-border e-commerce declaration list, the simplified declaration mode (i.e., declaring only the first four digits of the tax number) must not be used, and the complete tax number must be declared.
(3) Clarify information on domestic and foreign consignees and producers

The 'Manufacturer or Seller' field in the cross-border e-commerce declaration list must be filled with the information of the domestic manufacturer or seller of the goods, and the name of the e-commerce platform or e-commerce enterprise shall not be filled in as a substitute.
(4) Requirements for Attached Documents
  • Customs Declaration Form
When declaring, relevant documents such as contracts, invoices, and technical materials should be attached.
  • C-type Express Parcel Customs Declaration Form
Attached documents can be submitted in paper or optical disc format.
  • Cross-border e-commerce declaration list
The above materials do not need to be attached.
(V) Authenticity Requirements and Customs Disposal
The above-mentioned filling information should be true, complete, and accurate, and be consistent with attached documents such as contracts, invoices, and technical materials, as well as logistics information.
  • Customs will
accelerate customs clearance for compliant goods with complete declaration elements;
  • For
goods whose authenticity of the filled information is in doubt, Customs will challenge according to law, and the export goods will not be released during the challenge period.
Within the territory of the People's Republic of China, goods moving between special customs supervision areas and bonded supervision sites, or entering special customs supervision areas and bonded supervision sites from outside such areas and sites, shall be declared in accordance with relevant regulations.
This announcement shall take effect from June 30, 2026.

Interpretation of the "Announcement of the General Administration of Customs on Regulating the Export Declaration of Lathes, Milling Machines, Grinding Machines and Related Items"
To further strengthen the precise export control of lathes, milling machines, grinding machines, and material processing and production equipment with similar functions, this announcement will be officially implemented from June 30, 2026. To enable export enterprises to fully understand the background and key contents of the announcement, the relevant issues are interpreted as follows:
I. Background of the Announcement
To safeguard national security and interests and fulfill international obligations such as non-proliferation, with the approval of the State Council, the Ministry of Commerce and the General Administration of Customs published the 2026 "Catalog of Dual-Use Items and Technologies Subject to Import and Export License Administration", implementing export controls on related items. To implement export control requirements and guide enterprises to declare compliantly and truthfully, the General Administration of Customs has clarified the export declaration requirements for lathes, milling machines, grinding machines, and material processing and production equipment with similar functions.
II. Interpretation of Main Contents of the Announcement
(I) Clarifying the Scope of Goods
The lathes, milling machines, grinding machines, and material processing and production equipment with similar functions referred to in this announcement mean machine tools used for cutting or trimming metals, ceramics, or composite materials, which, according to the manufacturer's technical specifications, can be equipped with electronic devices for simultaneous "contouring control" along two or more axes, and any combination thereof, as specified in the "Export Control List of Dual-Use Items of the People's Republic of China".
(2) Clarify declaration requirements
  1. Strengthen identification of export items
Export operators must truthfully declare whether they belong to controlled items and fill in relevant information in the remarks column as required.

In the customs declaration form, C-class express customs declaration form, and cross-border e-commerce declaration list, fill in the full name of the overseas consignee in Chinese or English. In the cross-border e-commerce declaration list, information about the domestic manufacturer or sales unit of the goods must be filled in, and the names of e-commerce platforms or agency enterprises must not be used as substitutes.
  1. Requirements for submitting accompanying documents
Contracts, invoices, technical materials, and other relevant documents.
Submitted in paper or optical disc format.
The above materials do not need to be attached.
  1. Authenticity Requirements and Customs Disposition
The information required to be filled in should be true, complete, and accurate, and should be consistent with attached documents such as contracts, invoices, technical materials, as well as logistics information. If questioned by the Customs, the relevant responsibilities will be borne.
In addition, the announcement also clarifies the declaration requirements for goods entering and exiting Customs Special Supervision Zones and Bonded Supervision Sites.
(3) Examples of Filling Content
  1. For lathes, milling machines, grinding machines, and material processing and production equipment with similar functions, in addition to filling in according to the 'Filling Standards for Customs Declaration Forms for Import and Export Goods of the People's Republic of China', the following examples should also be followed in the
'Remarks' column for filling:
"The first item export control code: 2B201.a" or "Not an export-controlled item" and attach relevant documents such as contracts, invoices, and technical materials.
  1. For lathes, milling machines, grinding machines, and material processing and production equipment with similar functions, it should
first fill in the HS code of the goods, and then, as prompted by the "Single Window", fill in the "Prohibited and Restricted Control Identification Code" and "Prohibited and Restricted Control Declaration Elements" item by item, specifying the specific characteristic indicators.
